本文在充分认识公共交通运行监测评价的综合需求基础上,结合国内公共交通系统监测评价的研究基础,构建了面向公共交通出行者、运营管理者和政府主管部门的完整公共交通运行监测指标体系结构.随后,研究提出了公共交通运行评价指标的选取原则和建立方法,以不同用户主体和不同监测层次,基于发展水平监测、运营管理监测和服务水平监测构建了三位一体的公共交通运行监测指标体系,并定义了基础指标及其算法,为城市公共交通运行监测提供基础.研究成果对于公共交通用户准确把握公共交通运行信息,提高政府管理部门对公交运行状态的监测水平,提高公交运营管理水平具有重要意义.

Based on a thorough analysis of the comprehensive demand of the public transportation operation, monitoring and evaluation, this article investigated the state of the practicein monitoring and evaluating the public transportation system and developed a complete public traffic monitoring index system structure for public traffic travelers, operating managers and government departments. And then, It put forward the selecting principle and the established method of public traffic monitoring indicators, and with different user subjects at different monitoring levels, based on the level of development, operating management and service level monitoring to build an public traffic operation and monitoring index system of the trinity, defined the basic indicators and its algorithm, and provided the basis for the urban public traffic monitoring. Research results are of great significance for public transport users accurately graspingthe information of public transport operation, improving bus running state monitoring level for government management department, improving the public transport operation and management level.
