公正是国家治理现代化的重要维度

Fairness: An Important Dimension of the Modernization of National Governance

"国家治理"并不是一个"高大上"的政治术语,而是一种"接地气"的治国理政思路,其对公正的价值追求,与当代中国改革发展的实践息息相关。"公正"是国家治理现代化的内在要求,所包含的三个层面指涉了国家治理的三个层面,其中,"公平"体现了国家治理在目标层面的导向;"正义"体现了国家治理在内容层面的标准;"公道"体现了国家治理在实践层面的原则。推进国家治理体系和治理能力现代化,与促进社会公正是相谐一致的,要培育和践行公正价值观,为国家治理定向导航;完善社会公平保障体系,为国家治理固本强基;全面推进依法治国,为国家治理保驾护航;提升党的执政能力,为国家治理提供核心引领。

'National governance'is not a 'high-end atmospheric grade'political term, but a reliable governce idea,which pursues the value of fairness and is closely related to the practice of contemporary China's reform and development. 'Fairness' is the the inherent requirement of the modernization of national governance, contains three levels which are involved in three aspects of the national governance.Among them, the 'equality' reflects the orientation of national governance goal; 'justice' reflects the standard of national governance;'impartiality' reflects the principle of national governance practice. To promote the modernization of national governance system and governance capacity is consistent with the idea of social justice. We should cultivate and practice the value of justice to navigate for national governance; improve the security system of social justice to consolidate the foundation of national governance; comprehensively promote the rule of law to escort the national governance; and enhance the party's ruling ability to provide the core lead of the national governance.
