温州市扶贫资金管理效率对策研究

Study on the Countermeasures of the Management Efficiency of Help-the-poor Funds in Wenzhou City

扶贫资金是贫困群众的“保命钱”和减贫脱贫的“助推剂”，对加快贫困地区发展，改善低收入农户的基本生产生活条件，发挥了重大的作用。但由于扶贫资金监管难度较大、管理制度执行不严，影响互助会可持续发展。完善农村扶贫资金体系，促进互助会健康、规范、持续发展，是各级扶贫组织正在研究的问题。本文利用5个县（市、区）的扶贫互助会及入会低收入农户调查资料，提出对策措施建议。

Help-the-poor funds is the life insurance tor the poor ana the t）ooster or poverty reaucuon, it prays an important role to speed up the development in poor areas and improve the basic living conditions of low income households. Because the financial supervision is difficult and management system implementation is not strict, the development of fraternity has been influenced. The questions are being explored to improve the system and develop fraternity healthily, normatively and sustainably. In this paper, using the 5 county （city, district） poverty alleviation mutual association and membership survey data of low income farmers, also the countermeasures and suggestions are put forward by using the data of investigation from fraternity and the poor in 5 counties of Wenzhou.
