电视媒体在市场化改革进程中呈现过度娱乐化、低俗化问题,在生存竞争中忽视了电视媒体应承担的社会责任。针对泛娱乐化的愈演愈烈,广播电视规制进行了改革,通过颁布"限娱令"系列文件,利用行政手段加强对电视媒体在节目类型、节目时长、节目编排等方面的具体监管,由以往"放养型"、"警示型"监管转为严格把控型监管。

With the market-oriented reform of TV media , more and more problems have appeared , such as excessive entertainment and vulgarity . In the fierce survival competitions , TV media have ignored their social responsibilities . As the abused amusement is intensified , the reform of radio and TV regulations has been carried out through the series of documents to strengthen the specific regulations of TV media in program type , program time , program arrangement and other aspects of specific supervision , from the past “stocking” and“warning” supervision to the controlling supervision .
