标准化与专利视角下的数字广播电视与互联网融合发展

Convergence of Digital Radio & TV and Internet in Perspective of Standardization and Patent

随着数字技术和互联网技术的发展,数字广播电视与互联网加快融合并成为ICT产业的一部分,信息和通信技术在数字广播电视领域广泛应用,大量专利在关键技术领域产生。由于部分专利涉及数字广播电视的基本功能和互操作性、兼容性以及安全性等无法回避,专利被纳入到技术标准之中。作为确保数字广播电视互联互通和促进科技创新的重要手段,促进专利纳入标准已经上升至产业发展的战略高度。本文结合数字广播电视的产业特点,对2014年以来发布的有关标准与专利的新规定和配套标准进行梳理和分析,基于标准化与专利的视角探讨如何促进数字广播电视与互联网的融合发展。

With the development of digital technology and Internet technology, convergence of digital broadcast and Internet is quicker and becomes to be a part of the ICT industry. Because information and communication technologies are widely used, a large number of patents were produced in key technical areas. Because some patents cover the digital broadcast products＇ basic function, interoperability, compatibility, security and so on, essential patents were included in technology standards. As an important means of ensuring the interconnection of digital broadcast and technological innovation, promoting the integration of technology standard and patent has risen to the strategic level of industrial development. In this paper, the released new rules about relevant standards and patent since 2014 were combed and analyzed combining with the characteristics of digital broadcast industry. From standardization and patent perspective,the paper explores how to promote the integration development of digital broadcast and the Internet.
