政府治理机制从科层制、合同制到协同制的发展,是法国治理现代化发展的框架结构和制度条件。公共治理理论下法国确立文官制度,通过科层制区分政府内部政务官与事务官职责,一动一静共同保障法国多党政治下社会的有序运转;新公共管理运动中法国将市场竞争机制引入政府部门,通过合约制确保公共产品与服务提供的效率与效益;后新公共管理下通过协同制统筹政府部门间关系以及政府与市场关系,兼顾效率、公平与协作,全方位多角度为法国治理现代化提供保障。
The modernization of governance is a complex process and the development of government is an important part in this process.As in French, bureaucratic government distinguishes Civil Servants from elected officials, keeping neutral and efficient.Contractual government introduces market elements into governmental departments, keeping efficient and effective; Joined-up-government coheres with a variety of governmental departments, with government departments and market, keeping efficient, fair and harmonious.All these are a complete and important chain in the modernization of French governance.
