围绕国家重大需求和区域经济社会发展的需要,地方高校尤其是地方高水平大学发展博士点具有重要的意义。但地方高校博士点发展缓慢的状况引起了人们的担忧。从政府行为的视角来看,地方高校博士点的发展困境主要是由于投入不足和评审政策不完善造成的。为此,国家和地方政府要选择策略,优先支持地方高水平大学取得重大进展,国家除了进一步完善博士点评审政策外,还需要借助各种项目平台支持和助推地方高水平大学博士点的发展;地方政府要树立正确的价值导向,引导地方高水平大学博士点发展走提升质量的内涵建设之路。

It is important for regional universities to develop doctoral programs to meet regional as well as national needs. However, the present slow pace of such development is unsatisfactory. From the perspective of governmental behavior, the main problems include inadequate funding and evaluation systems. Therefore, the central and local governments should adopt a correct strategy to support the development of regional universities, improve relevant evaluation systems, and utilize various platforms to promote doctoral programs at regional universities. The local government, in particular, should help regional universities develop doctoral programs by raising their quality.
