Strategic Considerations on Chinese Energy Utilization under New Normal: In Perspective of International Comparison

新常态下我国经济由高投入、高消耗、高污染、低效益的高速增长转向高效率、低成本、高质量、低排放、可持续的中高速增长,在这个转变中,能源的有效利用是不容忽视的关键变量。我国在能源利用方面已经取得了显著成就,但是同发达国家相比还有较大差距。因此,必须科学把握新常态的特征和要求,围绕能源结构调整、能源利用效率提升、新能源开发和能源节约等关键任务,深入探讨新常态下我国能源利用的战略取向。

China's economy has transformed from a phase of high rate growth with high input,high consumption,high pollution and low efficiency to a phase of sustainable medium and high rate growth with high efficiency,low cost,high quality and low emission. During the transformation,efficient energy utilization is a determining factor. In recent years,China has made great progress in improving the efficiency of energy utilization,however there is still a large gap compared with the developed countries. Therefore,it is necessary to scientifically seize the characteristics and requirements of the New Normal,and to deeply discuss China's strategies on energy utilization,including the adjustment of energy structure,the improvement of energy utilization and energy conservation.
