指出了环境安全是社会经济可持续发展的基础,从加强组织领导,健全污染事故预警机制,加大环境执法力度,开展应急演练,实施科室联动,支持鼓励群众参与,发挥媒体舆论监督等方面提出了提升处置环境事件应急能力的对策,以期提供参考。

Environmental security is the foundation of sustainable development of social economy. With the development of economy,the environmental security events have more important impact on people＇s life. In order to ensure the quality and safety of Nansi Lake,it is an urgent need to strengthen the environmental supervision as well as to improve the emergency response ability and the emergency reference level. The article proposes several important measures from many aspects, including strengthening the organization and leadership, perfecting the pollution accident warning mechanism, for ruing a unified co remand, completing functions, building quick response mechanism, operating an effi- cient emergency response mechanism;strengthening environmental law enforcement, combining daily inspection with spot checks;carrying out emergency drills, improving the field monitoring ability and the equipment, playing the role of monitoring; implementing departments linkage, encouraging the participation of the public and the media, publishing the companies with serious pollution, accepting public supervision and awing the illegal polluting actions.
