基于复合作业量的天然气管输定价模型试验研究——以西气东输二线为例 被引量:2

摘要 针对我国天然气管输定价问题,从传统管输费计算模型入手,通过对西气东输二线工程的实际调研和数据分析,总结出传统管输定价方法以管输距离为单一变量的缺陷与不足,并提出天然气管输费用制定的关键在于天然气管输作业量的计算。为此,以西气东输二线复杂管网为例,建立合理的复合作业量计算模型,并在此基础上测算出管网内各站点的平均输送距离,按照运价运距比公式得到整个管网系统各站点的天然气管输价格。通过实例计算发现,采用复合作业量计算模型计算管输费用的方法较符合天然气目前的管输市场价格。该成果可为我国联网天然气管输费的测算提供参考,有助于完善我国天然气管输定价机制,保证我国天然气产业健康有序发展。 As to the pricing of natural gas pipeline transmission in China, the traditional calculation model of pipeline transmission fee is used to diagnose and analyze the data of the 2nd West-to-East Gas Pipeline. The defects and weaknesses of traditional pricing methods that take the pipeline transmission distance as a single variable are identified. It is pointed out that the pipeline transmission fee is mainly decided by the calculation of composite throughput. To this end, taking the complex West-to-East Gas Pipeline network as an example, a reasonable calculation model of composite throughput is established. The average transmission distance of each station within the network is estimated. Then, the formula of transmission price to transmission distance ratio is adopted to determine the transportation fee of each site. Through the calculation example, it is revealed that the model based on composite throughput is more feasible subject to the current pipeline transportation market price. This study provides a reference for the estimation of pipeline network transportation fees in China, and is helpful to improve China's natural gas pipeline pricing mechanism and ensure the healthy and orderly development of China's natural gas industry.
