1日本再生资源行业特点1.1再生资源回收利用链条,国家、地方、企业、国民的责任义务法制化1991年,日本实施了《资源再生利用法》,2001年实施《资源有效利用促进法》,2003年出台《废弃物处理法》。这些法律法规详尽规定了产废企业、消费者、国家地方政府的责任和义务,采用了生产者责任制和基金制来支持资源综合利用。在综合类法规下,制定了个别品种的再利用法。

Acorrding to the survey on the waste paper recycling of Japan, the experience that China can refered was concluded:(1) the relevant laws should be completed which clarify the each side's responsibility;(2) give the support by stages to the recycling companies;(3) the multi and diversifi ed channel should be adopted to improve the recovery rate;(4) the establish of the baled factory should be planed well;(5) the industry association should orient the proper position.
