公民法治素养概念、评估指标体系及特点分析

The Concept of Citizens' Literacy of Rule of Law and the Construction of Its Four-dimensional Evaluation Index System

公民法治素养是建构法治国家和法治社会的基石。通过界定公民法治素养这一概念,从现代法治视野下解构其特有的内涵和外延,为系统研究公民法治素养的相关理论奠定基础。为调查公民法治素养现状,构建"公民法治素养四维评估指标体系",可以设立法治认知、法治思维、法治意识和法治信仰4个一级指标,22个二级指标。该指标体系具有系统性、可操作性、科学性、现实针对性和政策导向性等特点。

Citizens＇ literacy of rule of law is the foundation for constructing a country and society under the rule of law. Comparatively speaking, this article scientifically and fully defined the con- cept of ＂citizens＇ literacy of rule of law＂, deconstructed its connotation and denotation, built the basis for correlational research. To investigate the status quo of citizens＇ literacy of rule of law, the article designed a four-dimensional evaluation index system with 4 first class indicators and 22 sec- ond class indicators. This index system has following characteristics： systemic, operational, scientif- ic, aiming at reality and guiding policy.
