摘要
2011年底和2014年底两次抽样调查县级医院医务人员对按病种付费制度的认知情况,并进行比较。结果显示:三年来医务人员在"按病种付费对医疗质量和收入影响"的认知上有明显改变,医务人员支持按病种付费的意愿明显下降,按病种付费尚未在医务人员中产生正向激励作用。对此,提出建议:完善按病种付费的制度设计,建立符合医学特点、科学合理的病种定价机制,健全内外部激励约束机制,完善临床路径和信息系统等技术支持系统。
The data of the doctors＇ cognition of end of 2011 and 2014. The doctors＇ cognition of the model of pay per disease was collected in county hospitals at the ＂pay per disease model has impact on health quality and hospital income＂had changed largely during 2011-2014. The number of doctors who support the model of pay per disease have decreased. Incentive effect didn＇t happened among doctors. The system design of pay per disease model should be perfected. Scientific ＆ rational pricing mechanism according to different diseases should be established. Besides, improve the incentive and constraint mechanism, the technical support in information system and clinical pathway are also very important.
