加强基层政府机关工作效能建设是提升基层政府机关工作效率,改进基层政府机关工作服务质量,改善基层政府机关工作形象的重要一环。本文首先分析各地基层政府机关工作效能建设的主要方式、主要成效以及启示,其次介绍当前进一步推进基层政府机关工作效能建设面临的制约因素,最后,从新常态的视角下针对时常出现的问题,有针对性地提出改进措施,以提升基层政府机关工作效能建设,期望通过多种路径来完善基层政府机关工作效能建设,为新常态语境下的各级基层政府机关工作效能建设做出有益的探索。

Strengthening the construction of working efficiency of governmental organizations at the grass-roots level is an important linkto improve the working efficiency, service quality and image of grass-roots governmental organizations. This paper analyzes the mainways, achievements and revelation in the construction of working efficiency of governmental organizations at the grass-roots level, thenintroduces restriction factors for governmental organizations to further promote the construction of working efficiency, finally, in view ofthe problems frequently appeared, it proposes targeted improvement measures to enhance the construction of working efficiency of gov-ernmental organizations at the grass-roots level under the perspective of new normal work, hoping to improve the construction of workingefficiency of governmental organizations at the grass-roots level through a variety of paths and making beneficial explorations for workefficiency construction.
