摘要 针对目前我国危险货物道路运输行业存在的不足,基于风险控制理论,综合运用GIS二次开发、数据库、Socket无线通信、GPS定位、人眼识别等技术,建立并开发了针对危险货物道路运输全过程的事故预防及救援的综合应急管理系统。该系统能够实时定位车辆的位置,监控司机和车辆的状态,并能够实现异常状态预警、危险报警和应急救援等功能,从而加强了对危险货物运输全过程的实时监控能力,提高了事前预防、事后应急决策的能力,并最大程度地保障了危险货物道路运输的安全性和可靠性。 Considering the defects in hazardous materials transport in our country,this paper presents an In-tegrated Emergency Management System (IEMS) for hazardous materials transport based on the risk con-trol theory and several techniques such as GIS secondary development, database technology, socket wirelesscommunication,GPS-based positioning, eye location, etc.. The system achieves real-time positioning of thevehicles,monitoris the state of the drivers and vehicles,and performs the functions of early warning of ab-normal state of drivers and vehicles, risk warning and emergency rescue, etc. The system strengthenreal-time monitoring of the process of dangerous goods transport, and thus improves the ability of accprevention and emergency decision, which is significant for the safety and reliability of hazardous matttransport.
