摘要
通过建设市、区、镇、村一体化中医医疗服务体系,探索公立医院改革和发展新模式,为提高基层中医药服务能力,实施优质医疗资源向基层下沉,实现分级诊疗的目的,解决群众"看病难,看病贵"提供新思路。市、区、镇、村一体化中医医疗服务体系的建立,具有管办分开、所有权与经营权分开的管理模式创新以及乡镇卫生院实现由全额事业单位改为差额事业单位体制突破的创新性。在体系内医疗服务、科研、教学、双向转诊、优质医疗资源下沉基层等方面取得了初步成效。
By building integrated urban, district, township and village TCM service system, new mode of public hospital reform and development is explored to improve TCM service capacity in primary medical institutes, assure hierarchical medical system and smooth the contradictions of inaccessible and unaffordable of getting healthcare. Integrated urban, district, township and village TCM service system has the characters of separating management and delivery, ownership and operation and changes township health center＇s budget management system from wholly- government-sponsored Institution to part government-sponsored Institution. It has got some effectiveness on medical service, research, teaching, dual referral and excellent health resources relocation.
