摘要
以环境污染数据为基础,从主体、内容、时间和空间四个维度构建大数据对我国环境监管转型的影响框架。大数据在环境监管领域的应用,能够推动环境监管从行政性监管向全社会协作式监管转变、从分散化监管向全要素一体化监管转变、从实时监测向即时响应转变、从碎片化监管向全方位监管转变。为促进大数据在环境监管领域的应用,需要从权力配置、机构设置、信息整合、数据公开、社会参与及智力支持等层面探索从顶层设计到实际行动的有效途径。
Based on the data of environmental pollution, this paper builds a framework for big da ta ' s influence on the trasnsition of China ' s environmental regulation from four dimensions, inclu- ding subject, content, time and space. The application of big data to environmental regulation will promote the transition of environmental regulation mode from administrative supervision to social cooperation, from decentraiization to all elements~ integration, from real-time monitoring to immediate response to change and from fragmentation to total coverage. In order to facilitate the application o[ big data, it is necessary to explore effective ways from top-level design to spe- cific action from such aspects as power configuration, institutional setting, information integra- tion, data disclosure, social participation and intellectual support.
