摘要
从主动管理、规划模型、规划方法、求解算法等方面对主动配电网(active distribution network,ADN)规划研究进行了综述。首先,介绍了主动管理的概念,总结了ADN与传统配电网(traditional distribution network,TDN)的不同技术特点。然后,总结并深入分析了ADN规划模型、不确定性规划、多阶段规划、求解算法等方面的研究成果,探讨了ADN规划涉及的相关问题(如负荷预测、信息与通信技术、方案评估),指出:由于考虑分布式电源(distributed generation,DG)、电动汽车、柔性负荷的接入,同时需考虑主动管理策略,ADN规划的优化目标变得更加多元,需要综合考虑系统的可靠性、经济性及DG的接入能力;ADN的利益主体包括配电公司、DG独立投资商、需求侧管理参与方等,这使得ADN规划问题需要协调各投资主体利益;再者,ADN增加了优化过程中的决策变量及约束条件,不确定性的叠加,使得运行状态更加复杂,极大地影响了规划方案寻优的可行解空间;ADN规划主动地采用管理措施来降低规划方案未来可能的运行风险,其规划结果除了网络解(即规划建设方案),还包括非网络解(即运行控制策略)。最后对ADN规划未来的研究重点进行了展望。
This paper reviews active distribution network (ADN) planning in following aspects: active management, planning model, planning method and solving methodology. Firstly, concept of active management is presented, different technical features of ADN and traditional distribution network (TDN) are summarized. Secondly, planning model, uncertainty planning, multistage planning and solving algorithm of ADN research achievements are thoroughly analyzed. Relevant issues about ADN planning are discussed, including load forecasting, information communication technology and assessment. Following problems are pointed out: 1) Integration of distributed generation (DG), electric vehicle, flexible demand and active management make ADN planning objectives much diversified,' planning model needs to take reliability, economy and DG penetration into consideration; 2) ADN participants include distribution companies, independent DG investors and demand side consumers, ADN planning needs to coordinate benefits of all above sides; 3) ADN adds more decision variables and constraints, superposing on uncertainties, its operation states become more complex, affecting feasible solution space, ADN planning actively manages to decrease operation risks in future, planning result includes network solution (traditional construction scheme) and non-network solution (operation and control scheme). Finally, some research focuses in future are presented.
