温州县级功能区自成立以来,其投融资工作面临着诸多困难。在现行财政体制下,各功能区投融资主体作用不突出,发展不平衡,资金来源和收入渠道单一,融资成本高,还款压力大。为此,温州县级功能区投融资平台的建设,应编制投融资规划,完善法人治理结构,整合资源,做大做强投融资平台,并根据建设项目属性,实行解包还原。

Wenzhou county level functional area confronts a lot of difficulties in investing and financing since its establishment. In the current financial system, it has the following problems： the main role of investing and financing of the functional area is not clear, such as, the unbalanced development, the single fund source and income channel, the high financing cost and the big repayment pressure. Therefore, the establishment of Wenzhou county level investing and financing platform should set up rules for investing and financing, improve the system of corporate governance, integrate resources and expand and reinforce the investing and financing platform. Meanwhile, rearrange it interm of the characfer of the project.
