城乡统筹视域下农村新社区治理模式的变革—以温州市瓯海区燎原社区为例

Reform of Rural New Community Governance Model in the View of Urban and Rural Areas——Taking Liaoyuan Community of Wenzhou Ouhai District as an Example

2010年开始的温州农村新社区治理模式变革是新形势下城乡治理体制的重要探索。对温州市瓯海区燎原社区的案例研究显示,新的多村合并的社区治理体制虽然在服务下沉、扁平化管理等方面有所突破,仍存在着社区服务组织过度行政化、社区自治能力不足、社区行动者活动动力弱化等问题。农村社区的治理体制改革的成功,需要上位政策与基层试验联动推进,社区体制与产权制度改革同步进行。农村新社区的治理应当继续坚持自治原则,适当弱化行政色彩,合理确定服务范围,有效整合多元主体,积极发挥专业人员的作用。

The reform of Wenzhou rural new community governance model since 2010 is an important explora- tion of the urban and rural management system in the new situation. A case study on Liaoyuan community of Guoxi street, Ouhai district shows that although the new village-merged community governance system has some break- through in service sink, fiat management and so on, there are still some problems, such as the excessive administra- tive management of community service organization, the lack of community autonomy, the weakened activity of community people and so on. The success of the reform of the rural community management system depends on the cooperation of the upper policy and the grass-root experiment, and the reform of community system and property system simultaneously. The governors of the rural new community should adhere to the principle of autonomy, and appropriately weaken the administration, determine the scope of service, integrate the diverse subjects effectively, and let the professionals play their roles.
