水生态文明视域下温州“五水共治”的战略思考

Strategic Thought on Wenzhou “Five Rivers Control” from the Perspective of Water Ecological Control

温州"五水共治"是全面治理环境、倒逼转型升级的重大战略举措,也是抓改革、促发展、惠民生、加快推进水生态文明建设的战略任务。从水生态文明视域看,温州"五水共治"虽然取得了一定成效,但也面临诸多问题。为进一步推进温州水生态文明建设,必须运用全局性、系统性思维和方法,采取切实有效的对策,才能实现"五水共治"规划的总体目标,进而实现温州水生态文明城市建设的战略目标。

Wenzhou ＂Five Rivers Control＂ is an important strategy which controls the environment in a com- prehensive way and forces its transformation and upgrading. Besides, it is an important task which will enhance the reform, promote the development, improve people＇s livelihood and speed up the building of water ecological civilization. From the perspective of water ecological civilization, Wenzhou ＂Five Rivers Control＂ has achieved some results, but there are still some problems. The government should adopt the overall and systematic way of thinking, and take practical and effective measures to achieve the overall goal of ＂Five Rivers Control＂ scheme and further achieve the strategic objective of Wenzhou water ecological civilization construction.
