健全统一司法鉴定管理体制既包括体制内部机制的完善和体制改革中的创新,也包括与鉴定体制相关机制的完善与衔接。其基本思路是借助于司法鉴定管理与使用相衔接机制的反转效应促进统一司法鉴定管理体制的创新。鉴定管理制度内部机制的完善包括鉴定人出庭制度的完善、鉴定准入与淘汰机制以及鉴定委托与接受程序的完善。司法鉴定管理体制的创新主要包括完善鉴定管理与使用机制、探索鉴定人鉴定资质制度以及首席鉴定人制度。但是,健全统一司法鉴定管理体制的关键是制定《司法鉴定法》。

To improve China＇s unified forensic appraisal administration system and its relevant systems requires improving its internal structure, intensifying institution innovation and improving the coordination of relevant systems. The basic idea is that we can innovate our unified forensic appraisal administration system with the help of the reversal effects of the mechanisms of management and application. Perfecting forensic appraisal internal mechanisms mainly consists of improving the system of appraisers＇ appearing in court, entry and relinquishment mechanism, as well as assignment and acceptance procedures of appraisals. The innovation of forensic appraisal administration system mainly consists of improving the forensic appraisal administration mechanism, forensic appraisers qualification system, and the chief appraiser system. The formulation of ＂Forensic Appraisal Law＂, however, is the key to perfect the unified forensic appraisal administration system in China.
