Study on the Economic Adjustment from 1979 to 1981

本文对1979年至1981年间两个阶段的经济调整决策与实施过程进行了梳理,着重考察了改革启动之初为什么要进行一次大的经济调整,调整对初期改革究竟起了什么作用。本文的结论是:经济调整与放权让利式改革有冲突的一面,但前者对后者也有促进的一面,初期改革两个方向的突破都与以改善民生为导向的调整有密切关系。当然,调整本身并不能解决发展问题,推动经济有效增长的动力在于改革。

This paper reorganizes the economic adjustment and implementation process from 1979 to 1981, and it focuses on investigating the reasons of carrying on a major economic adjustment in the beginning of the reform, and what role the adjustment plays in the initial stage. The conclusion is that a conflict existed between the eco- nomic adjustment and the decentralization reform, but the former also promoted the latter. The breakthrough in two directions in the initial stage had a close relationship with the adjustment in order to improve people＇s liveli- hood. The adjustment itself doesn＇ t solve the development problem, and the power to promote the economic growth is reform.
