In August 2015, the State Council issued the Guidance on Promoting the Construction of Urban Underground Comprehensive Pipe Gallery,a comprehensive deployment of advancing the construction of urban underground pipe work,and has become important action to improve the comprehensive carrying capacity of cities and the quality of urbanization development.
