摘要
《中华人民共和国防治海岸工程建设项目污染损害海洋环境管理条例》颁布实施以来,对海洋环境评审的工作起到了指导性作用。根据我国履行《90年国际油污防备、反应和合作公约》(OPRC公约)的要求,对船舶拆解过程中可能造成海洋环境的污染进行分析,并提出风险防范措施。
The law of the People＇s Republic of China on prevention and control of pollution damage to the Marine environment coastal engineering construction project management regulations enacted,has the guiding effect to the Marine environment evaluation work. The paper,according to the performance of the 90 international convention on oil pollution preparedness,response and cooperation（ OPRC convention）,analyzed the of the marine environment pollution in the disassembling ship process,and put forward the risk prevention measures.
