摘要
本文借鉴UNEP(联合国环境署)提出的DPSIR(描述性指标)框架,结合吉林省省情,构建污染减排绩效指标体系及评估方法。研究结果为完善绩效评估技术方法和污染物总量减排政策制定和实施提供建议。
The paper on reference DPSIR（ Descriptive Index） framework proposed by UNEP（ UNEP）,combined with the situation in Jilin Province,constructs the pollution reduction performance index system and evaluation method. The results for the improvement of the performance evaluation methods and the total pollutant emission reduction policy advice to formulate and implement.
