摘要
人才资源是第一资源,是国家核心竞争力之所在。在日益激烈的国际竞争中,吸引优秀人才成为各国增强核心竞争力的战略举措。加拿大作为西方工业国之一,为吸引、留住和培养具有国际竞争力的优秀研究人员,于2000年启动"首席研究员计划"(Canada Research Chairs Program,CRCP)。2011年ScienceMetrix公司的《加拿大首席研究员计划十年评价报告》表明CRCP实施成功,在吸引人才、留住人才、培养人才方面为加拿大做出了实际贡献。CRCP的成功与其严格、创新的遴选制度分不开,因此,深入研究加拿大首席研究员计划遴选制度的创新之处,对我国高校高层次人才的选拔与培养具有十分重要的借鉴与启发意义。
In order to attract and retain some of the world's most accomplished and promising minds, the Government of Canada created Canada Research Chairs Program (CRCP) in 2000. In 2009, Science-Metrix was mandated to perform the tenth-year evaluation of the program. The Tenth-Year Evaluation of the Canada Research Chairs Program Final Evaluation Report, issued in 2011 by Science-Metrix, demonstrates that the CRCP has been well implemented and continues to be effective. This study explores the selection system of Canada Research Chairs, including evaluators, standards and methods, in hopes of providing some references for improving the selection system of advanced talents in Chinese universities.
