永州市森林公园经营效率研究

The management efficiency of forest parks in Yongzhou City

以永州市2009—2013年森林公园经营面板数据为基础,综合运用Malmquist指数模型、CCR模型和BCC模型,对全市森林公园旅游经营效率进行了分析。结果表明:2009—2013年期间,永州市森林公园经营效率整体有效,技术进步指数和全要素生产率指数以年均2.5%的速度增长;2010和2011年度由于技术进步指数无效导致其全要素生产率无效。2010年永州市经营效率无效的森林公园有3处,2011年2处,导致其无效的主要原因在于土地要素投入超量、职工人数过多、组织臃肿等。

Based on the management data of forest parks in Yongzhou City from 2009 to 2013,this paper measured the management efficiency of forest park in the whole city.Through the integrated use of the Malmquist Index Model,CCR Model and BCC Model,it concluded that：from 2009 to 2013,the forest parks in Yongzhou City were efficient in the o-verall development,and the technical progress index and total factor productivity index grew at an average annual rate of 2.5%;Due to the invalidation of technical progress,the total factor productivity were inefficient in the year of 2010 and 2011.The number of forest park whose management efficiency were invalid in 2010 and 2011 were 3 and 2 respectively, the main reason leading to this included the excessive input of land and overstaffed organization.
