随着贸易便利化问题作为一个正式议题在WTO上提出,海关作为进出口贸易监督部门,在推进贸易便利化上的重要性逐步凸显。分析中国与东盟海关贸易便利化水平高低不齐、层次分明的现状,研究中国与东盟海关在推进贸易便利化上存在的包括硬环境、软环境及内外合作方面的问题,提出加强海关硬环境建设,塑造现代型海关,加大对海关软环境建设的投入,海关对内外开展更广泛全面、高质高效的合作等合理化建议。

With trade facilitation proposed at WTO as an official topic for discussion, customhouse, as an import and export trade supervision department, becomes significantly important in promoting trade facilitation. The article analyzes the current status of varying levels of distinctly-layered China-ASEAN customs trade facilitation, probes into the problems in China-ASEAN customs trade facilitation, including those in hard and soft environment and the internal and external cooperation, and accordingly, comes up with rational suggestions on how to strengthen the construction of customs hard environment, forge the modem customs and increase investment in customs soft environment construction so that a more comprehensive, high-quality and high-efficiency cooperations are carried out in the customhouse.
