从业主方造价管理的角度发现政府投资工程招投标阶段造价控制存在的问题。针对存在的问题,在完善招标文件和评标办法,编制准确的招标工程量清单和招标控制价,以及选择合适的合同价格形式等方面提出有效控制工程造价的具体措施。

From the perspective of the owner, this paper aimed to find the problems of cost control in bidding for government in- vestment project. For the existing problems, in perfecting the tender documents and the bid evaluation method, the preparation of accu- rate bidding list of quantities and tender control price, as well as the choice of the appropriate form of contract price etc. , this paper puts forward the concrete measures to control the project cost effectively.
