摘要
本文依据标准的建设目的和标准技术规范,分析和研究了安全生产标准控制要素的分布及其关联特点,在确立并遵循评估原则和建标价值取向的基础上,运用层次分析技术,形成了多层次多指标的定性和定量相结合的综合评估法,目的在于发现标准运行所存在的问题,为标准的修订和完善提供参考。运用该方法对《危化品从业单位安全标准化通用规范》标准进行了评估,获得了有益的结果,验证了该方法的有效性和适用性。
The distribution and its associated characteristics about the control elements of safety production Standard were analyzed in the paper. The evaluation principles and the value orientations were set up and abided by the constructive aim and the technical specification for Standards. Analytic hierarchy process was applied for the synthetic evaluation method with multi-level and many indicators. The aim of evaluation is to discover the problems of on-going Standard which will be revised and improved. General Specification Of Safety Production Standardization For Units About Dangerous Chemicals was evaluated by use of the method in this paper. The results of the evaluation demonstrated that the method was effective and applicative .
