我国可再生能源发展基金法制的发展与建设

设立可再生能源发展基金,推动可再生能源产业化、市场化,是世界各国的成功经验。2009年修正《可再生能源法》第24条奠定了我国可再生能源发展基金的法制基础,但是我国可再生能源发展基金法制建设还亟待加强。除电价附加外,我国还应当以排污费、绿色税收等方式形成较为稳定的可再生能源发展基金资金来源,同时接受社会捐赠和国际合作。我国应当统筹使用可再生能源发展基金,将其纳入对消费者的补贴,同时提高对可再生能源技术研发的资金投入,资金分配方面应当建立竞争性招标机制。国家能源局应当统一行使可再生能源发展基金的管理职权,建立较为独立的监督机构,进一步加强可再生能源发展基金的信息公开制度。

Not only electricity surcharge, but effluent charges, green taxes should be ratified to finance the renewable energy development fund, And the social contribution and foreign investment can also be considered. Renewable energy development fund should be used to subsidize customers, support research and develop renewable energy technology. China should take competitive bidding for the funds distribution. China should ensure the National Energy Administration to centralize the administration of Chinese renewable energy development fund, establish independent supervisory organs, and improve the information disclosure system.
