滇川藏毗连地区区域功能定位与多向度研究价值——基于非传统安全的视角

Regional functions of the area adjoining Yunnan,Tibet and Sichuan and its multi-dimensionality research value in the perspective of non-traditional security problems

当前非传统安全在藏区的影响日益凸显,藏区的稳定与和谐成为我国西部大开发进一步深入的重要内容,而滇川藏毗连地区是连接内地和藏区的缓冲区,该区域从古至今是一个内聚度高、联动性强的整体区域,具有维系我国稳定和边疆安宁、扶贫攻坚、调解我国生态平衡区和能源储备的区域功能;该区域由于藏缅语族族群的迁徙频繁和聚合紧密、民族文化多样性与地域文化多元性的复合并存、区域经济发展的联动性突出,清代以来中央王朝就逐渐重视该区域的整体治理等使得这里整体性研究价值凸显。

With the current non-traditional security problems in the Tibetan-inhabited areas becom-ing increasingly prominent,the stability and harmony there have constituted a major part in the process of further development of west China.As an important region connecting the interior land and Tibet of China,the area adjoining Yunnan,Tibet and Sichuan is a buffer zone which has been an inte-grated area with high cohesion and strong linkage since ancient times,playing a vital role in maintai-ning China＆#39;s stability and border peace,aiding the poor,adjusting the regional eco-balance,as well as conserving energy resources.The overall research value of this area is highlighted by the frequent mi-grations and exchanges of Tibeto-Burman ethnic groups,the integration and coexistence of its diverse ethnic and regional cultures,the strong linkage of the regional economic development and the empha-sis on the comprehensive management by the Central Government since the Qing dynasty.
