治理视阈下我国农村公共需求的困境及解决路径研究

Difficulties and Solutions of Rural Public Demands from the Perspective of Governance

当前在我国农村地区,基层农民利益表达中最差强人意的就是公共产品的供给和需求之间的不平衡。主要表现为公共产品供给主体单一、公共资金管理体制不健全、公共产品供给结构不合理以及农民的公共需求表达机制不完善这四个方面。究其原因在于在自上而下的基层行政体系制约着农民公共需求的满足,基层农民的意愿没有表达的渠道。为了解决这一问题,需要从提高农民的表达意愿、完善表达机制、建立公共产品供给结构和健全公共资金管理体制,让农民的公共需求真正得以满足,成为农村治理的主人。

Currently,the imbalance between the public goods supply and demands is the most unsatisfactory problem for the farmers in China rural areas. It mainly includes the single supplier, imperfect public funds management system, irrational public product supply structure and poor farmers＂ public demand expression mechanism. The acts of supply and demand is affected by the basic rural administrative system which restrict the expression willing of the farmers.In order to solve this problem, it needs to improve their expression willing, to perfect the expression mechanism,to establish and perfect public products supply structure and public funds management system. On the basis of meeting their public needs,the farmer will become the owner of the rural governance.
