日俄战争后,"关东州"成为日本的租借地。日本殖民当局在"关东州"相继颁布了不同层次的教育法规,在租借地行使教育主权。对日本人子弟实行"内地延长主义"的教育方针,建立起从小学到大学的一贯制殖民主义教育体系;对中国人子弟实行适度发展以普及日语教育为重点的初等教育、限制普通中等教育和大学教育、适度发展职业教育的殖民奴化教育体系,两种不同的教育体系形成鲜明的对照,《关东州人教育令》颁布后,推行皇民化教育,殖民奴化教育达到了顶峰。
After the Russo-Japanese War, "Kantoshiu" became the leased territory of Japan. The Japanese colonial authorities then issued education regulations at different levels in "Kantoshiu" to exercise education sovereignty in this leased territory. To Japanese children, the education policy of "inland extension" was implemented and the consistent system of colonial education from elementary school to college was established. To Chinese children, the colonial enslavement education system was adopted, which covers the issues of moderate development of elementary education emphasizing the dissemination of Japanese education, restriction of general secondary and college education, and moderate development of vocational education. These two different education systems present a sharp contrast. After the issuance of Education Order for People in Kantoshiu, Japanization education was implemented, which manifests the climax of colonial enslavement education.
