农村集体经济股份合作制改革研究——以绍兴市柯桥区为例

Research on the Reform of the Rural Collective Economy Share Cooperation under the New Normal——take Keqiao District of Shaoxing City as an example

农村集体经济股份制改革是探索集体经济发展的有效方法。按照市场经济的需求,将现代产权制度引入农村集体经济组织,创新农业经营体制和集体经济运行机制,加快农业经营方式转变,增强集体经济的活力,实现农村社区集体经济组织的稳定发展,维护农民合法权益,推进工业化、城镇化、农业现代化均具有重大意义。本文首先对农村社区集体经济股份合作改革研究方法进行了简要概述;其次,以绍兴市柯桥区三镇六村为例,对柯桥区农村社区集体经济股份合作制改革,从做法、成效及存在问题进行分析;最后,对如何进一步深化柯桥区农村集体经济股份制改革提出了对策建议。

The reform of rural collective economic shareholding system is an effective way to exploring the development of collective economy. According to the demand of market economy, the modem property right system is introduced into the rural collective economic organization, which is significant for the innovation of agricultural management system and running mechanism of collective economy, speeding up the agriculture management way transformation, strengthening the vitality of collective economy, realizing the stable development of the collective economic organizations of rural community, protecting the farmers＇ legitimate rights and interests, and promoting the industrialization, urbanization and agricultural modernization. Taking Keqiao district as an example, this paper firstly briefly summarizes the research methods, and then analyzes the rural collective economy share cooperation of three towns and six villages from the aspects of methods, effect, and existing problems, and finally proposes the countermeasure and suggestions of how to further the reform.
