根据西宁至成都铁路在路网中的地位和作用,从路网协调、运输组织、地形条件和工程投资规模等方面经综合比较研究给出铁路的正线数目采用一次双线方案,限制坡度采用13‰(年多至黄胜关采用18‰)的推荐意见。
