借助PPP模式推进西咸新区基础设施建设

Promoting the Infrastructure Construction of Xi Xian New Area with the Help of PPP Mode

西咸新区作为首个以"创新城市发展方式"为主题的国家级新区,承担着建设"丝绸之路经济带重要支点、我国向西开放重要枢纽、西部大开发新引擎和中国特色新型城镇化范例"的重大战略任务。这意味着在未来若干年新区需要继续加大对基础设施配套建设资金的投入,但是传统的土地财政难以为继,新区面临转型升级的要求,需要改变以往主要由财政资金投入基础设施建设的旧有模式,探索采用新型投融资模式。本文提出了借助PPP模式推进西咸新区基础设施建设的思路,在简要介绍PPP概念和国内外发展现状的基础上,探讨了该模式在新区经营性、准经营性、非经营性三类基础设施项目中的应用,分析了新区发展PPP模式面临的法律法规、风险分担、产品定价、私人融资等诸多问题,并提出了应对措施与相关建议。

As the first national new area with the theme of ＂making the innovation on the city development mode＂, Xi Xian New Area bears the major strategic tasks of being the important fulcrum of constructing Silk Road Economic Belt, the important hub of Chi- na＇ s opening up to the west, the new engine of the western development and the example of the new-type urbanization with Chinese characteristics, which means that in the future, the investment in infrastructure supporting construction of the new area needs to contin- ue to increase. But it is difficult for the traditional land finance to sustain the investment, so it is necessary for the new area to change the old pattern that depends mainly on the financial funds to put into the infrastructure construction, and explores a new mode of in- vestment and financing. The paper puts forward the idea that PPP mode can be used to promote the infrastructure construction of Xi Xian New Area. On the basis of the brief introduction to the concept and development status of PPP both at home and abroad, the pa- per discusses the application of the pattern to the three types of infrastructure projects such as business, operational and non-operating infrastructure projects in the new area, analyses the problems that the new area is facing when developing PPP mode, such as the laws and regulations, risk sharing, product pricing, private financing and so on, and finally puts forward the countermeasures and sugges- tions.
