摘要
运用数据包络分析方法(DEA)对我国31个省、市、自治区的2012年农村水利工程投入生产效率进行分析和评价,运用SPSS聚类分析对2012年31个地区的差异特征进行分析,调整性地得到4个类型。研究发现:2012年东部地区的农村水利工程投入产出效率高于其他地区;我国农村水利工程的技术投入存在着地区性差异;中西部地区水利工程技术水平和管理水平滞后;我国半数以上地区的农村水利工程都显示为规模效益无效,且其中不乏纯技术效率有效的地区,主要是这些地区对水利工程过大的投资规模和过高的投资水平导致了生产资料的闲置与资源的浪费;不能片面地以东中西部地区来判断该区域农村水利工程效率是否低下,而应当结合地域特色,因地制宜,谨慎地进行农村水利工程建设。
By using the DEA method, this paper investigated the performance of rural water conser- vancy project of 31 provinces, cities and autonomous regions in China in 2012. Then using SPSS clus- ter analysis on the characteristic of the regional differences of 31 regions, we finally get four types. Results show that the efficiency of rural water conservancy project in the east is slightly higher than other areas of China in 2012. There are regional differences in technology investment, technical level and management level of water conservancy project fall backward in central and western regions. In addition, more than half of Chinese rural water conservancy project are shown as the scale being inva- lid, and some of that has pure technical efficiency. Finally, combined with local characteristics, deci- sions of rural water conservancy project construction should be made carefully.
