关于完善青岛市公众参与城市生活垃圾分类机制的研究

Research on Improving Urban Household Garbage Classification Mechanism with Public Participation in Qingdao

青岛市自2000年开始进行生活垃圾分类的试点工作。在总结前三次垃圾分类试点工作的基础上,2013年开始的第四次生活垃圾分类试点工作取得了阶段性成果。但由于公众参与机制上的缺陷和公众参与意识的低下,目前公众参与城市生活垃圾分类基本停留在被动阶段。青岛市应结合实际情况,高度重视完善公众参与机制,提高垃圾分类的实效性。

Qingdao has started the pilot work of the household garbage classification since 2000. On the basis of summarizing the previous three pilot work of garbage classification, the fourth pilot work of household garbage classification that started in 2013 has got staged achievements. However, because of the defects on the public participation mechanism and the ineffectiveness of the public par-ticipation consciousness, the current public participation in urban household garbage classification is basically in a passive stage. Therefore, based on the practical situation, Qingdao should attach great importance to the public participation mechanism so as to improve the effectiveness of garbage classification.
