摘要
结合福建大樟溪引水工程的实际情况,从水资源成本、环境工程成本和机会成本三层面综合测算大樟溪引水工程的原水成本,一方面能真实反映原水成本,另一方面考虑了对水源区的生态补偿,有利于促进水资源环境的生态保护建设,充分调动水源区保护者参与环境保护的积极性,有利于保障引水工程的良性运营,同时也为其他引水工程的原水成本测算提供参考。
According to its actual situations,the raw water cost of Dazhangxi River Water Diversion Project in Fujian Province is calculated from three aspects of water resource cost, environmental engineering cost and opportunity cost. On the one hand,it can reflect the real raw water cost, on the other hand, the ecological compensation of the water source area is considered. It is conducive to the construction of ecological protection of water resource environment so as to fully mobilize the people in the water source areas to participate in the environmental protection. The benign operation of Dazhangxi River Water Diversion Project is ensured. It may provide a reference for calculation of raw water cost of other water diversion projects.
