Reconstruction and Innovation: As a Democratic Model of Deliberative Democracy

民主模式视角下的协商民主,既是一种分析民主实践的路径与方法,也是一种多元文化背景下审视和反思民主发展困境的理论新高地,还是一种与时俱进地解读中国民主的理论范式。作为范式层次上的民主理论,协商民主复兴了古希腊、罗马的古典民主、中世纪的城市民主及近现代代议制民主传统中积极有效的成分;同时,协商民主概念内核的丰富与发展及制度模式的设置与应用,也使之在模式上成为一种适应国家治理现代化的时代需求,并紧密与之相结合的理论创新。

Deliberative democracy, from the perspective of democratic model in this present paper, is an approach of analyzing the practice of democracy theories; and a theoretical new vision of rethinking dilemmas of democratic development in the context of multiculturalism; as well as a theoretical paradigm of understanding Chinese democracy which keeps pace with the times. As a paradigmatic level of democratic theory,deliberative democracy reconstructs some effective elements existed in the Classical democracy, the medieval city democracy and representative democracy. At the same time, with the development of theoretical conceptions and the application of institutional patterns, deliberative democracy is regarded as a theoretieal innovation in this presrnt paper, which adapts to the demand of the times and combines with the practice activities firmly.
