When the U.S. military brass asserted in mid-2014 that the proposed defense cutbacks were unacceptable, they signaled the Obama administration that they would not roll over and play dead while military spending was cut by billions of dollars in the coming 10 years. The terms "sequestration" and "OCO" were used repeatedly in their speeches and press releases. Drawing momentum from this fractious year, entrenched political disagreement over military spending continued into mid-2015, threatening an impasse on the entire federal budget. To make up for past cuts, the country's military is now seeking an additional $50.9 billion for the fiscal year that starts October 1, 2015. But the deal is, in effect, trying to bring the new coinage into an open pocket, while switching some of the bills to the other pocket.
