Sino-U.S. Relations: Strategic Consensus and Stability Framework

摘要 Over the past 35 years,integration and engagement have formed the principal axis of China’s U.S.strategy and the U.S.’China strategy.Both countries agreed that China needed to modernize and join the international system.It is imperative that the two countries clinch a new strategic consensus on"jointly developing within the same system",and creating an enduring and stable framework within which the two can peacefully co-exist,rationally compete and effectively cooperate. Once again Sino-U.S. relationship finds itself at a crossroads, as evidenced by the lively debate over the country' s China strategy by U.S.strategists that began in spring this year.' This paper intends to analyze Sino-U.S. relations over a relatively longer time period. The author will briefly summarize the strategic consensus that existed between the two countries over the past 35 years and the loss of momentum it has experienced over the past decade.
