摘要
结合百色水利枢纽实际情况,剖析大型准公益性水利枢纽建设与运行中比较普遍存在的共性问题,探讨国家对大型准公益性水利枢纽项目建设与经营的相关政策,以及国家各部委颁布的相关政策之间的关系,摸索推进大型准公益性水利枢纽良性运行与可持续发展的途径和方向。
On the basis of the Baise Hydro Complex Project, the widespread common problems in terms of the construction and opera- tion of large - scale quasi - nonprofit hydro complex projects are analyzed. Furthermore, we discuss the related policies issued by dif- ferent national ministries and the relationship among these policies. In this paper, we try to find a new solution for promoting the smooth operation and sustainable development of large - scale quasi - nonprofit hydro complex projects.
