十八大以来,习近平总书记围绕社会主义法治建设发表了系列重要讲话,提出了许多重要论断,十八届四中全会以"依法治国"为主题,标志着其社会主义法治思想的初步形成。习近平的法治思想始终坚持以人民群众为主体,以人民利益为主线,以公平正义为核心,将实现共同富裕作为社会主义法治建设的出发点和落脚点。"四个全面"的首次提出将"依法治国"再次提升到新高度,将法治建设再次推上新台阶,这是中国特色社会主义建设的重大历史转折点,也是"两个百年梦想"实现的重要保障。

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jin- ping has delivered series of important speeches on building a country under ＂the socialist rule of law＂, and put forward many significant arguments. The theme of the 4th plenary session of the 18th CPC Central Committee is ＂ruling the country by law＂, marking the initial formation of his thoughts of socialist rule of law, which in- sists on the people as the main body, the people＇s interests as the main stream and the fair and justice as the core. He believes that the socialist legal system should be constantly improved, the judicial reform be accele- rated, efforts be taken to guarantee the fairness in legislation, enforcement, judiciary and law-abiding, and the maintenance and realization of people＇s interests, the promotion of fair and justice, the achieving of common prosperity he always the starting point and ultimate goal. The initial proposal of ＂the Four Comprehensives＂ has again upgraded ＂ rule of law＂ into a new chapter, promoted construction of socialism into a new stage. It is not only a historical turning point in the construction of socialism with Chinese characteristics, but also the important safeguards of the realization of ＂ the Two Centuries Dream＂.
