摘要
目的 :对上海市医疗资源布局调整后17个区县卫生人力资源配置状况改善情况进行分析。方法 :采用洛伦兹曲线、基尼系数对卫生人力资源配置的公平性进行评价。结果 :总体上上海市卫生技术人员分配呈现出中心城区远高于周边区县、东部地区高于西部地区的态势;实施"5+3+1"工程对医疗资源布局进行调整之后,卫生人力资源配置的公平性有所提高。结论 :上海城郊之间卫生人力资源分布差距仍然较大,医生增幅慢于人口增长幅度,周边区县卫生人力资源配置有待进一步加强。
Objective:To make clear health human resource allocation among 17 districts after health resource layout was adjusted in Shanghai. Methods:Lorenz Curve and the Gini Coefficient were applied to describe the inequality degree of the distribution of health human resources. Results:The health human resource in urban area was much higher than that in suburban area. After adjusting the health resource layout by the“5+3+1”project,the equality of health human resource distribution was improved. Conclusion:Disparities still persisted between urban and suburban areas. The amount of doctors was lagging behind population growth. The health human resource allocation in suburban areas needs to be further strengthened.
