摘要
首都职工素质建设工程在2011-2015年经历了一次转型,转型的制度设计体现在《关于全面实施职工素质建设工程的意见》等文件中。这次转型的实质,是素质建设工程由以通识教育为主转变为以职业教育为主。转型的制度变迁主要包括:课程开发模式的转型、动员模式的转型、选课模式的转型和成本补偿模式的转型。未来,职业教育必将成为首都职工素质建设工程的基点,促进职工学习必将成为工会工作的亮点,如何真正形成合力必将成为工会工作难点。
Capital workers quality construction project experienced a trans-conformation between 2011 and 2015. Institutional design of trans-conformation is described in documents, such as "opinions on totally implementing workers quality construction project". The essence of this trans-conformation is that the main of workers quality construction project is changing from common education to professional education. Institutions changes of this trans-conformation mainly include trans-conformation of courses exploration modes, mobilization modes, selecting courses and cost reimbursement. In the future, professional education must be the base of Capital workers quality construction project. Promoting workers' study must be the blips of trade union work.
