城市生态红线的内涵及划定方法研究

Study on Connotation of Ecological Red Line and Its Partitioning Method

生态红线划定和管理是国家推进生态文明建设的重要举措之一,也是城市发展和规划建设的重要前置条件和依据。传统的生态保护规划缺乏空间落地和空间引导约束,目前尚未形成一套成熟的城市生态红线划定技术方法体系。生态红线应以生态保护红线为核心的一系列不同管控层级的范围边界组成,实现对城市经济社会发展和城乡规划建设活动的全过程互动衔接。以大连市为例,提出基于城市环境综合分区的生态红线划定方法及控制体系,包括:生态保护红线、生态控制绿线、人居建设蓝线和产业准入黄线,实现生态红线划定的空间约束与资源环境引导,强化与现有规划成果的衔接与协调。

The partitioning and management of ecological red line is the important strategy for ecological civilization, and also the general basis for urban planning and development. The traditional ecological planning lacks spatial implement and guideline, which still don＇t have a systematic method of partitioning. The ecological red lines are supposed to be a series of different control boundaries based on the ecological protection, which will coordinate and interact well with social ＆ economic development and ur- ban construction planning. The method of ecological red line partitioning and management is proposed based on the comprehensive environmental regionalization, which concludes：red line for ecological protection, green line for ecological control, blue line for human settlements, and yellow line for industrial development. The method will take advantages for the coordination with other plannings to improve the spatial control and guide based on the ecological red lines.
