信息化时代完善我国农业技术推广体系的探讨

Discussion on Improve China's Agro-technical Extension System in Information Age

科技是第一生产力,农业技术创新具有公共品性质。比较国外农业技术推广体系发现:政府投资加市场机制,实现科研、教育和推广有效结合是农业技术推广体系高效运行的制度保障。虽然我国当前以政府为主体,企业、合作经济组合、科研院校多元发展的格局已经基本形成,但是由于管理体制不健全、职能定位不清,资金投入不足、人员素质低等各方面的原因,我国农业技术推广方式还不够灵活,农业技术研发和实际生产相脱节的问题十分突出。实现农技推广信息化,建立农业信息综合服务平台是新时期完善我国农技推广体系的重要举措,加大资金投入、理顺管理体制是我国未来改一进完善农业技术推广体系的关键,特别是保证技术推广员的基本工资待遇,以及搭建推广员与农业院校之间的消息沟通平台。

Agricultural technical innovation has the nature of public goods. The development experience of foreign agro-technical extension system showed that： government investment and market mechanism was the institutional guarantee for the efficient operation of agro-technical extension system to realize effective combination of scientific research, education and promotion. However, China＇s current agro-technical extension mechanism was not flexible for the research and the development of agrieuhural technology was out line with the actual production. Building agricultural information service platform and realizing informatization should be imnortant measures to Deflect China＇s agro-technieal extension system in new era.
